Console is lost if DVI is unplugged
This happens with both Ubuntu 22.04 and Oracle Linux 9.2.
if the DVI cable to the monitor is unplugged and then re-plugged, the monitor does not connect. The machine has to be rebooted, actually powered off and then booted.
Can this problem be solved via a command without rebooting?

Can you provide details (as you've been asked before) (such as what desktop environment, using what kind of video card???). Could be as simple as going into your system settings, and setting the "Brightness and Lock" feature to OFF. Because when you disconnect the monitor, it's inactive...which may give you a black screen. Could also be driver related, but since you don't give us anything to work with, we can't tell.
Did you try restarting X (CTRL-ALT-BACKSPACE)???

Possibly. This could be a software issue, or a hardware issue. If it's a hardware issue, likely not. If it's a software issue, you may be able to trigger a graphics reset by switching to a different video mode as normally happens when you switch between your normal GUI environment and the virtual terminals with e.g. Ctrl-Alt-F3, Ctrl-Alt-F7, Ctrl-Alt-F1 or similar. If you are logged into a GUI session you might try xrandr in an Xterm or via run-command hotkey like Alt-F2 offers in KDE.

Already tried multiple DVI cables. Full size DP to DP, and mini DP to DP.
Tried running xrandr, says cannot open the screen.

Again: - What desktop environment???
- What kind of video card???
- Version of the video driver (possibly bug related)

Been given lots to try, still haven't answered questions asked or said anything about the other suggestions.

It only works if X is running, e.g. simply xrandr if run in an Xterm or other GUI terminal, or using its -d switch if not, e.g. xrandr -d :0.
