Changing the start postion of ext2/ext3

Is there anything free that can safely change the start position of an ext2 or ext3 partition?

No, GNU Parted cannot.

I doubt it very much. The whole file structure depends on the superblocks being spaced out at locations throughout the file system relative to the beginning. If you change the starting location of the file system then the whole file system would become gibberish to the kernel.
