cdrom not working

I recently got a CD-RW drive from my aunt. I plugged it in and the activity light just stays on. I've tried tons of combinations of jumper, ide cable, and power cable. It's on the second IDE bus, and it should be master. BIOS, Linux, and Windows all recognize it as a Samsung CD-R/RW SW-244B. The light stays on and the eject button does nothing.

What am I doing wrong?

If the following are set
IDE cable attached matching the colored side to pin1 of the drive and motherboard
jumper to master or no jumpers applied
power applied
bios Second Ide channel on and set to auto
then it should work. If not I would say then there may either be a bios conflict or it is bad.

Well I've decided the drive is fried. Thants for trying.
