Well, the official power supply is rated at 130 watts and the pi 4 power supply is rated at 15 watts. See:

I assume by reloaded you mean replace with.

No, for several reasons. Dell laptops typically run on 20 VDC versus the Pi at 5 VDC. As posted (using amps verus watts) the Dell requires 6.5 amps versus the Pi 3.0 amps. In the past Dell power supplies have built in memory so that if it was not recognized by the laptop the battery would not charge.
