Depends on the game. Some games are limited by the CPU (for example Skyrim), so that a better videocard will not give much better results.
Some games are limited by the GPU, so that a better CPU will not give you much better perfomance.
But the GT640 is in general a much better card than the Intel HD graphics, so I would go for that option.
Probably I want to buy a Phenom II X4 955 BE, it can be overclocked.
1. Any CPU can be overclocked.
2. Overclocking voids your warranty.
3. For a successful overclock you need to have a deeper understanding of how the underlying systems work, otherwise it is easy to fry your hardware.
4. For playing Diablo III you don't need more power than a Phenom II X4 delivers by default.
You will get better performance if you buy one better card instead. SLI/CrossfireX is meant to be used with cards from the performance and high-end segment. Also, it doesn't work with all games.
If you want a fast system you have basically 2 choices:
1. Buy fast hardware. This is obviously the most expensive solution.
2. Buy somewhat cheaper hardware, spend 6-12 months with intensive learning of how your hardware works under the hood, overclock it. This is of course cheaper, but also more dangerous (even the best overclocker sometimes fries the hardware). Also if you buy the least powerfull devices you may get some better performance with overclocking, but you will never beat the high-end hardware.
If there would be an easy way to cheat your system into better performance everyone would be doing it, don't you think?
HD 3000 + 4000 vs various AMD APUs vs a few lower end nVidia mobile GPUs.
If you want gaming performance for cheap with windows (and possibly with linux), currently the AMD APUs are the way to go.

If you compare spending $XXX on one card vs getting 2 and crossifre/SLIing them you _might_ get minor improvements in some games, but it wont be by much. You'll have a harder hardware setup, and quite likely other games will run slower (crossfire/sli doesnt work on every game, and even when it does work it can be variable)
Hybrid crossfire (APU/IGP + GPU crossfire) might be worth a look.

That is 1920x1080 at full detail, with AA enabled. Going to a 7750 would improve framerates, but 30+ FPS is enough for most people.
Why you would get a 955 BE now is beyond me. If you get an AM3 board, you cant upgrade past phenom II. If you are going for the more expensive AM3+ boards, might as well get a cheaper AM3 Athlon II X2/X4 or Phenom II X2/X3 and save up to get a faster FX CPU later......
