Bluetooth works... but then doesnt?

trying to get bluetooth working on my Inspiron 6000 using kubuntu, it works fine after 1st install then breaks after a reboot and when i try run hciconfig i get this:

hci0: Type: USB
BD Address: 00:00:00:00:00:00 ACL MTU: 0:0 SCO MTU: 0:0
DOWN
RX bytes:0 acl:0 sco:0 events:0 errors:0
TX bytes:0 acl:0 sco:0 commands:0 errors:0

which is weird because it had something there before i rebooted it.... and when i
run kbluetoothd from the terminal i get this:

kbluetoothd: WARNING: No usable bluetooth device found.

i tried reinstall the packages but it seems its already broken someone please help.
