are these voltages normal
 
i just checked my PSU voltage and wanted to know how they are
+12 = +11.96
-12 = -12.67
+5 = 4.89
-5 = -7.53
+3.3 = 3.27
CORE = 1.54
they look a bit off

Quite normal.

The +5 is measured a little low.
May be a measuring error, should be 4.95 .. 5.10 V.
Typical measured value = +5.05 V

But if everything works, then no problems.
There also usually is a 'watchdog' included in the
circuits, saying no go, if the +5 really is too low.

And of course, measuring -7.5 volts on the -5 line is not good.....(But--what is it used for?)

Note the comment "if used" on the -5V rail

Also, the "core" voltage, is determined on the MB and is often programmable

nothing that i am aware of but 7.5 is really high
