Are sound chips capable of multiple sound streams?

I am a newbie with a CMI9739A sound chip which does not work very well with Linux. (The sound mixer doesnt work, firstly. ) Only one application can use sound at one time. (I know this question is asked like a million times a day) I have been looking for a solution to my problem for weeks and got nothing. Perhaps I am trying to do something impossible? Anyone here uses a sound chip (instead of a sound card) and gets multiple sound streams with decent quality? Can someone lead to a solution? Please.

you're not going to get down to chipset level, you just need to use a sound server that can accept multiple input, i.e. ALSA. ALSA will take in x number or audio input and mix them down into one stream, which then hits the hardware. if your default ALSA config can not function like that then have a quick google for details about the built in "dmix" plugin which is what is used to downmix to 1 stream.
