I want an FM receiver that connects to my computer by USB that I can program to capture radio programs over the air.

Ok.
Is there a question there?
What search terms did you use that didn't give the results you wanted?

Many radio stations stream now days so it maybe easier just doing it over the internet.
RTL-SDR and GNU radio are some good search hints. These are software defined radios.

Does anyone know of an FM receiver that plugs into a USB port that Linux can program to capture an over-the-air FM radio signal as a file on the connected computer?

'usb fm receiver' 'fm usb receiver'. I found one in the past but it doesn't exist anymore. I get FM transmitters (to transmit to wireless speakers) and receivers for such signals (not FM radio stations) and FM radios for cars that also have USB charging outlets.

This is for when I can't connect to the Internet. In the good old days I'd rig up a radio to connect to a mic input.

If you you really need something where you can set the station in software, kinda like tivo for radio, then that $40 SDR linked earlier will do the job.
However if you don't need to control the tuner from the pc, and you don't have a radio or receiver already, but do have an old phone with a headphone jack and fm tuner, and do have a soundcard or chip in your computer with a mic in or line in jack, could connect those with a $3 cable. If you have a couple pairs of trash headphones (like from a bus or tour or plane or came with various old devices), you can cut two of them and splice together to make your own cable and save the $3.
