AMD Radeon RX 5700XT on Debian Testing (Buster) appears to only show display at half of selected refresh rate (according to Compiz)

Hello, I am (as the title suggests) running Debian Testing with the AMD Radeon RX 5700XT. At a certain point, I noticed that videos and games didn't appear to be running at 60 FPS (despite the fact that (in mpv, my media player) said videos were most definitely at 60 FPS and I feel it's safe to assume the titles I was running (i.e. Doom Eternal on Ultra-Nightmare maintaining 60 FPS (via Wine) were certainly also within the abilities of my GPU.)

I have my television I use set to 1080p (It's the highest it can go.)

My television can definitely reach 60hz. Most "tests" suggest my television in in fact showing 60hz (xrandr and glgears). However, when I use Compiz's Benchmark, it appears to be capped at 30 FPS (I know it's not Compiz because things "feel" similar in Xfwm). In addition, when I change the refresh rate (as I discovered when launching Minetest (for whatever reason it changes the refresh rate to 24 FPS, which is another issue all together I shall be not addressing in this post) in fullscreen, it seems to become half of that. So when it gets shifted to 30 or 24 Hz, it had very noticeable lag (Also indicated by the Compiz Benchmark Plugin).

I saw mention about how the RX 5700 XT has issues with 1080p, but these were all referencing Windows (including the fixes, registry things.). I have no idea what the issue is, I know for a fact that the drivers are (properly?) installed. I even tried editing the xorg.conf to disable Vsync, it seemed to have no effect on the "Half Framerate" problem.

- what is the output of lspci showing all card details. HowTo there https://askubuntu.com/questions/5417...t-the-gpu-info
- what driver is used in debian testing? which version?
- is the debian driver different from the amd proprietary driver (link above)?
- what is the version of prorietary driver you tested? the latest available on the amd page? (see link above). if not, use the last version.
I suggest you test both drivers and see which one is working better
