Agere Modem :: No Dial Tone

Hi! Everybody.

I have a pci-modem(declared as hardware modem),using sv92p chips.
And I'm using Ubuntu with 2.6.15-23-386 kernel, when I apt-get linux-resitricted-modules,the modem is driven using ltmodem(and ltserial).

I can see /dev/modem and /dev/ttyLTM0.
And in minicom I can communication with modem via AT-command-sets.

BUT,when I using ATDTxxxx or wvdial,
it always says to me :: "No dial tone."

Why? My telphone works.

I'm not convinced that it is a hardware modem... A google search for sv92p mentions softmodem over and over.

What does the section for the modem with "/sbin/lspci -v" say?
