A Basic Question

How does one upgrade a boot hard drive to a larger capacity drive without having to reinstall operating systems?

I can clone the old drive to the new via Drive Image 7, preserving exactly the partition sizes and leaving extra space unpartitioned, or expanding the various partitions to utilize the extra space on the new drive. But many tries at this over several years have never produced a new bootable drive, either for Win or Linux operating systems.

Is there a way to edit the MBR or other disk data to produce bootable OS's?

re install your bootloader on the new drive.

I have dual-boot machines running W2K and RH/Fedora, but boot to linux with a boot disk, to avoid the nasty w2k bootloader problems.
