Hello, am I right to say this server has 16 cpus?

Yes, since they are numbered starting from zero. Most likely this machine does not have 16 physical CPUs, but 16 cores. Does it mount 4 QUAD CORE CPUs?

I don't think so. I would need to see the whole output to have more confidence, but I think you have:
4 physical CPU packages
Each of which has 2 cores
Each of which is hyperthreaded to seem to be twice as many processors.

The OS thinks there are 16 central processing units. How many are virtual and how many are physical we don't know. The cpuinfo output could be from inside a VM for all you know and the host could be a Cray with 256 cores.

Try lshw -C processor to get a realistic view of physical and logical CPU's..

Thanks. There is smt wrong with my company vpn server, I couldnt log in to my linux server to check. I will do it later.
Do you know which command to check the cpu model?
Also, if my server has hardware RAID setup, and I dont have manufacturer tool to check, is there any linux command to find out RAID info?

btw, you may have to install lshw, some distros do not install it by default, but all should have it in their repositories.
