Did some testing with Arch and Ubuntu Trusty. They confirm the validity of some of the information and especialy stefank's comment.
When ssh'in to distant machines :

* I could get the Screen informations when the user I'm connectiing to *has started X* which is running.
* With another user I was never able to get any usefull information from xrandr.
[non-logged-user@distant-host] % xrandr -display :0.0 -q
Can't open display :0.0

[cli-only-logged-user@distant-host] % xrandr -display :0.0 -q
Can't open display :0.0

[X-logged-user@distant-host] % xrandr -display :0.0 -q
Screen 0: minimum 320 x 200, current 1680 x 1050, maximum 32767 x 32767          
VGA1 connected primary 1680x1050+0+0 (normal left inverted right x axis y axis) 474mm x 296mm
   1680x1050      59.9*+
And with
% export DISPLAY=:0
% xrandr [-display :0.0 -q]
No protocol specified
Can't open display :0
