Another possible technical explanation for Everes' "feeling" is the two OS' possibly having a different mouse polling interval. I mean, says he mainly "feels" it when dragging stuff around. So...

Interesting... I've never had to tweak the frequency scaling. I cheaked today and it's apparently been at "Performance" since my last update, so "Most" doesn't seem to include openSUSE Leap on desktop systems. I'll check later what's been set up on my laptop (running 32-bit Tumbleweed) as it would seem to make more sense to use "Ondemand" on that hardware. Now you've got me wanting to dig up some of my old benchmark programs to see how they perform should I change to from "Performance" to "Ondemand" on my desktop.

The part of Melbourne I once lived in (decades ago) had multicultural pride before it was fashionable. Not far from my house was an eatery proudly calling itself "Indian Pizza" (basically pizza served with an Indian accent).

To get back on topic, windows 98 was a little faster than windows 7 on the one computer on which I tried both; and both were slower than KDE 3.5. According to my infallible memory.

That will not make it reproducible for us and will not allow to find the real reason [if there was any]. But anyway, that is a way to show something.

For registration and for information purposes follows.
Look the improvements in linux to 1 min bullet mode in the online chess game, this mode requires a very fast browser and system and even a mouse above 4000dpi and a good mousepad, because any milliseconds have a positive or negative influence. I would like to highlight in this graph my rating peak playing on linux, this month I had a historical peak as shown in the graph, the main factor was the system performance, especially using Gnome, even though I was untrained in chess this peak was possible due to help of the system in conjunction with the improvements in browsers, it is noteworthy that most opponents use windows on online chess sites, even great masters as I have seen in several youtube videos, but there is of course a smaller portion that uses Mac and a much smaller using Linux. Congratulations to Linúx !!

Is this a single sentence? And what is the final conclusion? Is windows still [slightly] faster?

Yes. After the combination of updates fedora 31 + ff 70.0.1 + Nvidia driver 440.36 now I can say Linux have a better performance.
In the historical series since 2018 playing in the Windows the maximum rating was 1881, but oscillating between 16XX and 18XX and today I got new peak as shown in the chart.
It's noteworthy that most players use Windows to play.
