Why does Windows get spyware but Linux doesn't?


I'm a Linux guy with a Windows background as well, my Windows only partner claims spyware is inevitable. I claim spyware isn't a problem in Linux in fact we don't even have any anti-spyware apps. He says how do you know you don't have spyware then? So what I'm wondering is why doesn't Linux have spyware in hard facts? Is it just security by obscurity or what causes spyware on Windows. I run my Windows account under a limited user under Windows and I still get them. I also do quite a few security tweaks.
