Where to Install?

What is the typical location to install a program? Let's say I downloaded a compressed binary such as Eclipse, and I only need to extract it to a folder. Is it customary to extract it to a folder in the /home/[user] directory, or under root? And is it possible to make it executable without having to cd to the directory every time (or adding it to the PATH). Would I have to create a symlink?

I'm not really a newbie, but I've always preferred to rely on the package managers to do the installations. Thanks!

Welcome to forums.
if you are the only user, the program can stay at your /home, for more users it's better to use /opt in this situation. There are many ways to add executable to PATH. I'd suggest creating a new folder /home/user/bin, add this folder to PATH and keep your personal scripts there for easy access.

You could also put it under /usr/bin or usr/sbin
