Where do I edit the system wide command prompt?
 
? I looked in /etc/skel, but didn't find where the PS1 variable is. I'm on Fedora Core 1.

/etc/profile

If you look down, it will say

if bash PS1="/u@/w"
else, blah blah

or something like that, You can play with the stuff there.
