Where can I look for the config file for modified date and time

Hi,
there is a file somewhere. I think i can specify -a. So everytime a file is used, it doesnt have to update the date/timestamp therefore reducing IO. The only problem is that I dont know where this file is. I modified it years ago and I cannot find my documentation. ANyone have any idea of what Im talking about?
