Where are the gcc include paths set on boot or login

Where do I find the scripts that initially set INCLUDE_PATH and LIBRARY_PATH environment variables on start up (or login if that's relevant) for GCC/C++ etc.?
On Debian 10 (Buster) amd64.

I add my custom settings to the file
" /etc/bash.bashrc.local "

they are read when the secession starts on login
