man lilo to see the whole thing):

in other words, a "lilo -v -v -v" would be the same as a "lilo -v 3"... and you'd still be able to take the verbosity up a couple notches if you wanted...
the "&& lilo" makes lilo run again (this time without verbosity) as soon as the first lilo command is done ... and yes, it's seems kinda pointless, perhaps the guy that did it had some kinda special/weird reason for running it twice or something... i don't know...
