what means cpu limit?

I know CPU time can be set and for how long a process is valid to run.
In csh this can be done using limit cputime <max-use>

But first what does it mean? Example what does CPU LOAD mean?
Available CPU's ready to run for the schedule process?

When Im running a batch job it always says 1.0 (xosview)...
So what does it mean if I execute the following in my shell:

limit cputime 1.743 ?

does it set maximum cpu time to be used for all future executed programs?
and what means the value 1.743 for example ...

Im sure this is all logical but could somebody please sort it out for me :)
