Virtual hosting not on my network using Apache?

I need to configure apache to point a virtual host to a web address not on my network.
Example would be
<VirtualHost 20x.x.xx.xx>
ErrorLog /var/log/apache/virtual/testsite-error_log
TransferLog /var/log/apache/virtual/testsite-access_log

When someone enters, I need it to be redirected to

Thank you.

A redirect in the httpd.conf which is there to provide for a site that has been moved

The other option I can think of is to make serverpath a local folder which has an index.php that will redirect.

The first one is the way to go I believe for several reasons, the main one being that if someone types a folder or filename with the domain you would not redirect that with the index file.
