vi movement keys

You may find that it isn't configured in your vi startup file.
.virc/.exrc in your home directory. To see if you have one of them type ls -a, this should show all your dot (hidden) files.

You should find the necessary commands in that file, if not you will need to create that file.
Run man vi, to get the info you need.

Could it be I just don't understand how a editor like vi works? I think so.

I don't know how a programmers editor works. If I open a system file and use the said keys they work correctly.

That would be down to a 'profile', which is basically another version within a version in the said startup file (.virc/.exrc).
I, respectfully, suggest not getting into those, unless you understand the basic syntax first.
