Well, no, of course not.
As the man pages for cron and crontab say: when both cron.allow and cron.deny files are missing, then only root has the possibility to specify cron jobs.


Working as root all the time is however a serious security hazard, not to mention the
fact that, since you can do just about everything, your slightest mistake can mess up your
system completely.
