Ask here, read here.......

Could be your pathing....

$ locate useradd
/usr/bin/seuseradd
/usr/sbin/luseradd
/usr/sbin/useradd

$ /usr/bin/useradd

Code:
usage: useradd  [-u uid [-o]] [-g group] [-G group,...]
                [-d home] [-s shell] [-c comment] [-m [-k template]]
                [-f inactive] [-e expire ] [-p passwd] [-M] [-n] [-r] [-l] name
       useradd  -D [-g group] [-b base] [-s shell]
                [-f inactive] [-e expire ]

How would I go about creating a user with root capability using this command?

You could stipulate a userid and gid of 0 for the new user (but some tools won't let you create users with similar userids). Personally I think sudo is a better option where several users need full root privileges.

You have to create a normal user and change the uid of that user to 0 in /etc/passwd.

But it is not advisable.
Rather give sudo permission for that user for the commands you feel he needs root access.
