user information and data backup

What are the steps to backing up all user info and their data? I was thinking that all I had to do was backup the /home and passwd, passwd-, shadow, and shadow-. I want to be able to do a fresh installation, and teh just restore the users and their data without having to image the entire current installation.

I think that is enough to do...

You can even do a fresh install by just not formatting the /home partition, where you could have made a back-up of your passwd file!
