USB Drive Linux Boot Customization

I'm trying to install Linux (distribution is irrelevant) on my 2GB Flash USB key. I need a FAT "boot" partition and a JFFS2 "root" partition. Creating the partitions in no big deal, but how do I create a stripped-down 3M version of the kernel to put it onto "boot" for the bootloader (the only have 50M version on the FTP sites) and how do I create an initrd.gz for my purposes? At how do I tell the kernel to mount the "root" and that it's not Ext2 but JFFS2? Which bootloaders work with FAT? Does anyone know how to pull this one off? Or know someone who can?
