unsymetric bidirectional transfer


Hi guys
I have small free server
and I experience strange problem...
when users download data from it, the transfer speed is good, but when user upload data to it, the transfer speed is too low....3mbps max
I'm talking about FTP transfer
but it's the same in HTTP
or transfer over SSH
good download FROM the server
bad upload TO the server

debian
linux 2.6.13.2
4 IDE MAXTOR 200GB hard disks
the CPU load is about 1-4%
Celeron D 2GHz
RAM 256 DDR
services:
apache, vsftpd, MySQL, postfix, snmpd
there are no queuing disciplines and no firewall configuration
and there is no flood or something...

does anyone have an idea ?

You gave all the details except the networking ones. What is your connection to the rest of the world? Dial-up? Cable Modem? Satellite? Tin cans...?

oh, I'm sorry
this is an ethernet LAN
no world exists
all users are in the same LAN as the server is
