Unable to set password for user

I created a new user by manually editing /etc/passwd with the following:

newp:x:501:501:New User Test:/home/newp:/bin/bash

I saved the file and then ran:

passwd newp

and got the following:

Changing password for user newp.
passwd: Authentication token manipulation error

According to a book I was reading, it said this was all that needed to be done to get this to work. Is there anything else needed?

Did you try as root "adduser <username>"?

I didn't. I could but I'm trying to do the things that are mentioned in this RHCE book. I'm finding overall it's pretty good but there are a couple of lab exercises that one can't do. I know this book is for RHEL3 (I'm using 4), so it's possible these things take other measures or are no longer possible.
