Unable to import gtk module

I installed FC4 without Gnome or KDE, just X Windows, because I want to use xfce4 instead. I'm happily in twm trying to run the program /usr/bin/system-config-packages but I get the following error:

Code:
[root@fedora ~]# /usr/bin/system-config-packages
Unable to import gtk module. This may be due to running without $DISPLAY set. Exception was:
could not open display
[root@fedora ~]#
DISPLAY is set to 0.0. How can I correct this, and/or how can I run the packages installer from a console window instead?

Many thanks,
Steve

you are trying to run an X program as someone who is not the owner of the X server. as your normal user run "xhost +localhost" or just use something non-X like yum, e.g. "yum install xfce"
