turning on disk quota using quotaon


I'm setting up a basic linux server.
i'm trying to setup the quota for different users using quotatools.
I did most things and i'm stuck at trying to turn the quota on.
when i do quotaon -avug /home

coms296-A:/# quotaon -avug /home
quotaon: using /home/aquota.group on /dev/hda3 [/home]: Function not implemented
quotaon: using /home/aquota.user on /dev/hda3 [/home]: Function not implemented

My /etc/fstab file looks like

coms296-A:/# cat /etc/fstab
# /etc/fstab: static file system information.
#
# <file system> <mount point> <type> <options> <dump> <pass>
/dev/hda1 / ext2 errors=remount-ro 01
/dev/hda2 none swap sw 00
proc /proc proc defaults 00
/dev/fd0 /floppy auto user,noauto 00
/dev/cdrom /cdrom iso9660 ro,user,noauto 00
/dev/hda3 /home ext2 auto,usrquota,grpquota 12

Also,
when i try to "cat aquota.user" or aquota.group it displays a bunch of gibberish. is that allright. or should it display information that a human would understand.

also how do I check if the kernel that I have has support for quota enabled in it.
