tune TCP stack for HTTP connections

I'm load testing a Java web app running off of Tomcat 4 on Red Hat 8. I've seen this post, but I think that maybe I need to tune the TCP stack to modify how long the server hangs onto a socket after the connection has closed. However, I don't really know anything about this, and I'm wondering if this is what I really need to do. In pounding the server a lot, I start seeing errors like this:

java.net.SocketException: Too many open files
