trying to remove kwebdesktop from background programs menu

I was trying to setup xscreensaver to run as my background, but when I try to remove kwebdesktop from the background program's menu it gives me the error of "Unable to remove the program: the program is global and can only be removed by the system administrator". OK to answer some of the questions that will be asked:

1) I am running under Fedora Core 3
2) I have looked everywhere for the config file that contains this entry
3) I have check everywhere on both here and google for this error and no luck
4) I am running KDE instead of GNOME, I am not trying to start a debate about which is better, just in this case I must run KDE.
5) I am logging in as root when I try to remove this, so I am the system administrator, and still no luck.

Any help would be greatly appreciated.

"Add/Remove Applications"

utility off of the Application Menu
