i did exactly what neo said, with sawfish. but none of the settings transfered to the new user...

Make sure you got all of the "hidden" directories

ls -al in the home of the user you want to copy the "settings" from
ls -al in the home of the user you want the "settings" to go

notice anything different? try piping it through less

also, try the cp -R from earlier posts, and

cp -R .[A-Za-z]*

But then when you tried to create new user with:

don't be ridiculous, of course i didn't do it verbatum! however, i have given up and installed directline gnome, and it works alot better. i just use it in the new account.

A problem I had with the something similar was as follows:

I use fluxbox. When I created a new user (and hadn't discovered the /etc/skel option) I copied /root/.fluxbox to /home/adam/.fluxbox. I had the same thing happen... the settings were not the same. I tried a bunch of stuff, then opened up /home/adam/.fluxbox/init and found that it was looking for the menu and other config files in /root/.fluxbox, where it couldn't get to.

Just look for something similar for sawfish (maybe ~/.sawfish/init?) and change as needed

Dude, no need to get upset, I wasn't being rediculous. I know you didn't do it verbatum, but what did you do then. I guess it doesn't really matter anymore since you gave up and tried something else that works, but I figured I'd clarify that for ya. I was cutting the relevant sections and asking if that's what you did or what?

Anyway, it sounds like maybe we don't understand what you are trying to do, maybe you could rephrase the question. But then again, you already figured another way, so nevermind.
