torrent metadata (files) modifier

i know there are several utilities out there that can modify tracker info, etc. of a .torrent file. i'm looking for one that can modify the file list in a torrent. by removing the file from the list i don't have to set the 'priority' to not download (in the bt client). as long the the tracker info and hash for each file is correct, it shouldn't matter which files are being downloaded.

i know i've come across atleast one such tool. but i can't remember it's name. i do know it was linux-only (no windows binaries) and it was in version 0.2.
