tomcat-users.xml

I have tried to secure access to tomcat manager with adding this (and some variations of it) to the tomcat-users.xml file. However, then all access, also from 127.0.0.1 is disabled. What might I be doing wrong?

<Context path="/manager" debug="0" privileged="true"
docBase="/usr/local/kinetic/tomcat5/server/webapps/manager">
<Valve className="org.apache.catalina.valves.RemoteAddrValve"
allow="127.0.0.1"/>
</Context>

Thanks
manuel

I Just found my answer, it should be in the manager.xml and admin.xml file.
