telnet/ not found

I have installed RH9.0 on my system...

[guest@rcc4 guest]$ telnet 144.16.192.44
bash: telnet: command not found
[guest@rcc4 guest]$

And when I try to telnet/ftp from some other systems to my linux system it says not possible...

What should be done to let the connection be established...

I have heard that ssh is very secure as compared to telnet...

[guest@rcc4 guest]$ ssh 144.16.192.4
ssh: connect to host 144.16.192.44 port 22: Connection refused
