system wont run command

I must be overlooking something quite obvious but I can not get the command " useradd " to run. "Whereis" locates useradd in /usr/sbin but when I enter command I just get the error message " no such file or directory". Running ls -l useradd from /usr/sbin directory lists useradd file belonging to root with rwx privileges yet command will not run for root. What gives?

try running "/sbin/useradd" instead of just useradd or "cd /sbin", then "./useradd" for some reason redhat, and mandrake dont seem to have the paths set correctly, I just noticed it this morning, while playing around on a friends computer, and havent exactly located why, or how yet, but we are working on it.
