system administration using webmin

I am a new administrator for a web-based application/database system. I am also ne wto Linux. I have a couple of questions...
First, all of the source code and files, including the databases and data are on a remote server, O have nothing on my machine/server, In order for the configuration to work properly, do I have to have all of the files on my local machine?
Second I have created a new allowed host for the PostgreSql server, but it doesn't seem to be actually working. It is not actually allowing access from the new allowed host. Please help! I need to add records to the database and can't at this time.
Thank you for any help you can provide.
