Syslog logger facility problem

When using logger to generate syslog messages, the kern facility is somehow translated to user facility (which I understand is the default facility).
e.g. - syslog.conf line has to say...

user.info -/var/log/firewall

in order to capture kern.info messages sent with logger. (That line also captures 'real' user.info logger messages).

Has anybody else seen this? Could it be a logger bug?

SuSE 9.1 Pro
kernel 2.6.5-7.111.5
syslogd 1.4.1-519

Thanks.
