swapon: /dev/sda6: not enough memory

hello guys .

i have a problem when trying to activate a swap partition
the kernel in 2.4 , has 140 mb ram free from 4 gb ,

whem i`m trying to run swapon /dev/sda6 - not enough memory error

i tried to add in /etc/fstab , swapoff all and then swapon all ..but same error

the server is running some databeses and is in production so...no restart possible
anyone knows what is with this error and how i resolve to incrsease safetly the swap?
i don`t think it`s from memory

oh...system has a swap of 7 mb in /dev/sda5 , and i`m trying to put another swap or to increase this one

thanks
