According to the manual -

"23 : Error while parsing number
This error is returned if GRUB was expecting to read a number and encountered bad data. "
It looks like you need to insert your boot disk (you did make one, didn't you?) and boot from that. Then you will need to re-run your grub configuration tool, wherever that is in SuSE. I seem to remember, that SuSE also allows you to use the install CD to boot an installed system as well, if you didn't make a boot disk.
