Did you go through YaST Hardware section and have it look for the scanner there? I think that until YaST sees it, SANE won't have any knowledge of it at all. I had that problem with my new 10.0 box. More frustrating yet, it took several tries of adding it in YaST before it could be seen in SANE or any other apps.
Add it through YaST, then go back in through YaST and make sure it's still there and configured. If it is, then abort YaST so you don't accidentally unconfigure it again, then see if SANE can see it. Good luck!
I guess I'd try to see if the system recognized the USB device being plugged in, though at this point I'd have to read up to find out how to do that. Once you can verify that the system at least sees that it's plugged in, then try to figure out why it won't recognize it.
May be a stupid suggestion, but have you tried booting with a Knoppix CD? Knoppix was the first distribution I was able to get to work with my scanner, before I got SuSE 10. It's pretty good at recognizing hardware, so it may give you an indication of what might be going on.
Again, just an idea, since I don't know what else to try at the moment.
