sudo pico and cvs

I'm trying to implement sudo so I can have someone be able to change certain config files on a server I have the line

test_user ALL = (root) /usr/bin/pico

to me that means that test_user will be able to edit any file on the server using pico, but when I test it I get permission denied when I try to write. and the same with when I replace pico with vi.

Thanks

Well sudo is to give users access to commands they aren't usually able to use or access, not edit files. To edit a file, they would need to have actual write access to the file in question, by either being the owner, or be part of a group with write access.

Your trying to setup sudo to any user to use pico, in which they already have access to use pico or vi...

Makes sense. The only thing I'm not understaning is for example the command /bin/rm all users can access and use that command, but I can go sudo /rm /home/other_user/users_file that seems to act as if I'm root.
