Question sudo and permissions limit

I need to give access to two persons to be able to check the mail (postfix) and firewall performance, among other things.

My problem is that I need to block them from having access to all other homes directories where there is vital accountancy information among other things.

I know sudo can give access to root privileges without giving them the root's password but how can I limit the access?

I don't know the best syntaks but I think that I know a thing that will work. Add the line
username localhost= NOPASSWD: /usr/bin/*, /bin/halt
when "username" is the user you want to give access, and localhost is the hostname of you box.

Then you can add what ever application that the user need to run separated by commas.

thanks for your help,

now this would mainly give access to some programs for a particular user,

but can I really start and stop services with this?

does anyone sees another way to limit a user from been able to see the other people homes directory while in a sudo state or something similar?
