splashutils missing lib


hi,
I have downloaded the lastest splashutils package.
after I untar the package and cd to the dir.
however, when i use the make command as indicated in the readme file, I get this error message.


root@0[splashutils-1.1.9.10]# make
CONF libjpeg
configure: error: installation or configuration problem: C compiler cannot create executables.
sed: can't read Makefile: No such file or directory
make[1]: Entering directory `/root/splashutils-1.1.9.10/libs/jpeg-6b'
make[1]: *** No rule to make target `libjpeg.a'. Stop.
make[1]: Leaving directory `/root/splashutils-1.1.9.10/libs/jpeg-6b'
MAKE libjpeg
make[1]: *** No rule to make target `libjpeg.a'. Stop.
make: *** [jpeglib] Error 2

curiously enough I get the exact error using the same package on the different distros, debian and archlinux.
anyone can give me some hints of what I am doing wrong?

Do you have gcc installed?
Do you have glibc development packages installed?
Do you have kernel-headers installed?

What distro are we talking about here...

hi,
yes all those packages are installed.
I tried both on archlinux 7.1 and debian.
