Question Special Characters with qwerty keyboard

Under windows I can do special characters like "é" by doing ALT+130
But these shortcuts doesn't work in Linux
So how can you do special characters in Linux without changing the keyboard configuration?

Found this page in the wiki http://wiki.linuxquestions.org/wiki/Accented_Characters

Apparently it's possible to get "é" by doing Alt Gr + ; e

I tried but it doesn't work (Suse 10.0)
How can I tell if Alt Gr is working or if it's a regular Alt?
