When I trye to use the internett dialer in KDE I just get this msg:
sorry, modem is busy.

Why? I havnt used the modem.. How can I solve this problem?

the modem configuration may not be correct or correct driver for modem may not be installed. in my experience this happens commonly with winmodems and for most cases there will not be linux driver for that.
