Some commands lost in my Linux

Hi,
I have RedHat 9 with Kernel 2.4.20-19.9 and recently here the power is really bad.
In one powerless after the reboot of my server some files could not be more found like the "ls".
Now, when I telnet my server, I receive the message:
telnetd: /bin/login: No such file or directory
In console mode, after the enter of my username typed, i receive the login name another time. (No password is required the prompt returns to login name)
I had problems with my Dhcp and my Webmail but I had resolved reinstalling.

How can I restore my lost commands?

Thanks

Sounds like to me it would be easier to blow all partitions and reinstall. I wonder if you have been chrooted by a rootkit attack. Telnet is not secure by far. I would look into a UPS unit for backup power and connect it to shutdown when UPS battery power is low.
